what is the national enrolment service (nes)? the national enrolment service (previously known as e enrolment) provides the capability to support practices by assisting in patient identification and eligibility assessments, using a single, nationally standard electronic process that will integrate directly within the pmss this will allow for greater accuracy in the information collected, reducing the need for data re work nationally consistent approach to confirming and tracking a patient’s eligibility capability for funding to be provided closer to the date of patient enrolment this service will implement a secure web based solution that provides real time demographic and enrolment data nes will eventually replace quarterly capitation based funding (cbf) register submissions, and will provide automated system data aggregation reports other services will be added over time and will integrate directly within the pmss eligibility look up (eligibility to receive publicly funded health services) authorised users at the point of patient enrolment can search to determine whether an identified patient is a verified nz citizen by birth before 2006 this will be the first eligibility assessment available; additional assessments will be added over time patient identity information nhi search and get users can search and view the nhi records for a patient from within profile, and update it with the most recent demographic data for the patient this can happen from 1 july 2015 for all practices on the right version on profile 8 1 or higher nhi create and update authorised users can create a new nhi using the patient identity service within profile, update systems, and synchronise both profile and nes with the most recent demographic data for the patient certification for this service is required national enrolment service masterfile this will allow for extraction of a national enrolment masterfile that contains the “single national source of truth” for all enrolment data the purpose of nes is to capture enrolment register changes on a daily basis, which makes it possible to take a snapshot of enrolment registers on a monthly basis this willallow for payment processing at monthly intervals reporting will then go back to the primary health organisations (phos) and/or management service organisations electronically on enrolment registers profile updates changes have been made in profile to allow synchronisation with nes the main differences for users will be in the patient record where demographic information is stored when a new patient is created, a window will now appear allowing the user to search the nhi and auto populate the new patient record with the relevant patient details for existing patients, there is an ability to first synchronise or validate existing information in the patient record with the nhi and to check their current enrolment status, details and history this document provides instructions for users on how to configure profile for using the national enrolment service configuration profile will use nes web services to synchronise patient details this section describes the configuration steps that must be taken to set up profile to access nes web services registration with nes a practice must be registered with nes to use its services the following information will be provided by nes for the practice to use its services hpi organisation id service url practice login user practice login password install certificates a practice should use a connected health certified network product for secure communication the practice needs to install the certificates provided by healthlink go to the url https //ca healthlink net/cacerts/ https //ca healthlink net/cacerts/ download the following two certificates nzhealth ca root key nzhealthca cer healthsecure g2 sub ca key healthsecureca g2 cer import the certificates into the “trusted root certification authorities” folder using window’s certificate manager (certmgr msc) test the installation of the certificates by opening the following link to the test server; it should open without any errors/warnings https //ws test moh health nz https //ws test moh health nz/ the practice should be able to access the production nes server by the following link https //ws moh health nz/services https //ws moh health nz/services practice hpi organisation id update if you have not already recorded your practice’s hpi organisation id, you will need to do so before you can start using nes go to organisation/people & places double click the top node of the organisation structure to open it for editing in the organisation window, select the reference view, and enter the hpi organisation id for your practice in the hpi organisation id field press ok to save and close the window nes web services configuration this section describes the login and schedule configuration for the nes web services nes login account configuration each practice will need to configure their own nes login account details in profile these details will be provided by nes after you have completed the nes application registration form once you have been given your user account details, you will need to enter them in profile go to organisation/preferences/emessages this will open the maintain messages window select the following items from the available services panel on the right nes nhi web service nes enrolment web service nes notification web service drag and drop the items into the installed services panel on the left double click each of the installed nes services in turn to open the respective web service properties windows enter the information provided to you by nes in the following fields for the nes service service url user password press ok to save and close the window nes notification schedule configuration this schedule determines the frequency with which profile requests notification updates from nes this should be set to run every 4 hours double click the nes notification web service to open the properties window select the schedule tab check the use task schedule checkbox in the schedule settings tab/ schedule field, select the daily option from the dropdown menu check the repeat checkbox and in the field, set the number of minutes to 240 in the start time field, enter the opening time for the practice in the end time field, enter the closing time for the practice in the start after field, enter the nes go live date for your practice leave the end before field empty press ok to save and close the window nes enrolment schedule configuration this schedule determines the frequency with which profile sends enrolment updates to nes this should be set to run every hour double click the nes enrolment web service to open the properties window select the schedule tab check the use task schedule checkbox in the schedule settings tab/ schedule field, select the daily option from the dropdown menu check the repeat checkbox and, in the field, set the number of minutes to 60 in the start time field, enter the opening time for the practice in the end time field, enter the closing time for the practice in the start after field, enter the nes go live date for your practice leave the end before field empty press ok to save and close the window nes task template profile can be set up to send users a reminder when a patient’s nhi details need to be updated the following task template should be set up for this purpose go to maintain/templates/tasks click the new button to add a new task template in the general tab/ identification panel, enter the following items in their respective fields code nes1 description reminder to update patient record in the general tab/ additional panel, set the following insert check the patient(s) checkbox check the notify checkbox in the general tab/ sharing panel, set the following check the available to checkbox and make sure the dropdown selection is set to everyone select the task tab and enter the following items in their respective fields subject reminder to update patient record holder in the second field, with the first field set to provider/user press ok to save and close the window integration preferences the integration preferences will hold information about when the nhi lookup window is displayed and controls how and when a patient record is synced with the nhi system go to organisation/preferences/integration this will open the integration preferences window in the master patient tab/ master patient system field, select nhi lookup from the dropdown menu press reset to default settings , which appears at the bottom left of the window upon selection of nhi lookup press yes in the dialog box to confirm the reset in the create task from task template when sync is required field that is now enabled, select the nes1 task code created in the previous section press ok to save and close the window nes registry codes registry codes are parameters (key/value pair) used to store information the following codes must be made available for nes sync go to maintain/short codes in the type panel on the left, select registry key in the registry key panel, double click the following codes in turn nes countrybsrc (country of birth information source) nes dobsrc (date of birth information source) nes dodsrc (date of death information source) nes namesrc (name information source) nes nzcitizsrc (nz citizenship status information source) in each registry key window, check the always visible checkbox and press ok to save and close enrolment check alert an enrolment check alert can be set up to appear on patient arrival if the patient’s last confirmed date is older than the practice defined threshold go to organisation/preferences/patient in the alerts tab/ events panel, select patient arrives in the alerts panel, check the enrolment check checkbox below the alerts panel, check the last confirmed is older than checkbox, enter the number of months to set the threshold for the alert, and check the not capitated checkbox press ok to save and close the window user role update – linking to nes master record the roles of all the users using nes should be updated to make sure that no patient is added without linking it to nes master record the required behaviour is that profile will show the nhi lookup window to search the nhi from nes master data go to organisation/roles select the role of a user who needs to access nes services from the left panel in the actions tab, update the following actions patient\alter patient\allow adding patients without master linkage patient\alter patient\alter master patient\alter patient\update from master patient\alter patient\open master patient\alter patient\change master id allow linking to another master press ok to save and close the window user role update – enrolment manager in control centre roles of all the users using nes should be updated to make sure that users requiring access to the enrolment manager view have it enabled go to organisation/roles from the left panel, select the role of a user who needs access to nes services in the actions tab, update the following actions organisation\control centre\financial\enrolment manager press ok to save and close the window enrolment manager group users requiring notifications about enrolments need to be added to the enrolment manager group notifications are received as tasks in profile that are assigned to this group go to organisation/people and places in the people and places tab, in the show field, select group – distribution from the dropdown menu double click the enrolment manager distribution group this opens the edit provider group – distribution window press add to add a user this opens a select people and places window search for the user you want to add to the group and press ok the user will be added to the group repeat the last two steps for each user you want to add to the group once all the users have been added, press ok in the edit provider group – distribution window to save and close the window configuration test in order to make sure that all the configurations are working successfully, you can perform a search if the search does not return the desired result, then revisit all the steps in the previous sections go to patient/new patient the nhi lookup window should display search for an existing patient by nhi the result should show the patient details for the given nhi in case of an error message, please revisit all the steps in the
